That is the Star Rod, it is the modern incarnation of Starman's weapon. She inherited it from the last Starman. She is a combination of Starman and the Star Spangled Kid (she wears his power belt).

You defintly cought the spirit of Star-Girl. She is full of youthful exsuberance and carefree. Superheroing is fun to her and not life or death like it becomes with adult superheroes. I like it very much.
